At the same time, the push for greater diversity means evaluating candidates from vastly different backgrounds using a common set of standards.
Courts are grappling with severe staffing shortages, struggling to find candidates who not only have technical expertise but also the interpersonal skills to navigate high-stakes legal and personal matters with litigants and families. With these challenges converging, one question looms large: How do you hire the right candidate in this volatile environment?

Creadell Webb
Creadell Webb is the Chief Diversity, Equity, and Inclusion (DEI) Officer for the First Judicial District of Pennsylvania (FJD). He is a highly experienced and accomplished professional with a proven track record of success in creating inclusive work environments.
Mr. Webb held a variety of positions at the FJD, including judicial law clerk, manager, and deputy chief. In those roles, he demonstrated his ability to lead and motivate teams, draft legal documents, and manage complex projects. He is also a skilled trainer and educator who has conducted numerous Continuing Legal Education (CLE) and educational training programs on DEI.
Mr. Webb earned a Bachelor of Business Administration degree from Howard University and a Juris Doctorate from The Catholic University of America, Columbus School of Law. He is licensed to practice law in Maryland, New Jersey, and Pennsylvania. Mr. Webb is a Society for Human Resource Management (SHRM) certified professional and holds a “Diversity and Inclusion” certificate from Cornell University’s online program. He is passionate about creating a more just and equitable society. He is a strong advocate for equity in the court system, the legal world, and society.
Elizabeth Moss
Beth Moss is a dedicated HR professional with over 17 years of experience in the field. Currently she serves as the Human Resources Director for the Alaska Court System, where she leads strategic initiatives to enhance HR practices with a focus on employee relations and fostering a productive workforce.
Before joining the Alaska Court System, Beth held the position of HR Manager at Caesar Entertainment in Biloxi, MS, where she gained valuable expertise in HR management and organizational development.
Before Beth’s journey in HR she held a previous role in Marketing and Pricebook management for Shell Corporation. This diverse background has allowed Beth to bring a unique perspective to HR, combining marketing insights with people management strategies.
Beth holds a Bachelor of Science degree with a minor in marketing from Belhaven University. Additionally, she is a Senior Certified Professional (SHRM-SCP), reflecting her commitment to staying at the forefront of HR practices and standards.
Beth’s passion lies in creating a thriving work environment and maximizing the potential of organizations through effective HR strategies. She looks forward to continuing her journey in the HR field and contributing to the success of the teams and organizations she serves."
Tracy “T.J.” BeMent
Tracy “T.J.” BeMent is the District Court Administrator for the 10th Judicial Administrative District of Georgia. The 10th JAD covers the general jurisdiction superior courts in six circuits in 21 counties. He was previously the Court Administrator for the Athens-Clarke County Courts in Athens, Georgia, where he worked with all six levels of trial courts in the county. He acts as the primary liaison to the state and county governments and serves as a resource for the judges and judicial staff on many issues.
T.J. administers nearly $2 million in state and federal grants and is a federal grant peer reviewer. He has been working in the courts for more than 15 years. Prior to coming to Georgia, he was the Assistant Court Administrator for the Las Vegas Justice Court and previously the Clerk of Court and Chief Administrative Officer of the District of Columbia’s Office of Administrative Hearings. He received his undergraduate and graduate degrees from the George Washington University in Washington, DC, and completed his ICM Fellowship in spring 2015.
Sara Kujawski
Sara Kujawski is a Human Resources leader with over two decades of experience in fostering organizational growth and cultivating positive work environments. Leading Talent Strategy and Management at the Minnesota Judicial Branch, she spearheads the development and implementation of comprehensive HR strategies to enhance recruitment, onboarding, performance management, and employee engagement. Throughout her career, Sara has demonstrated expertise in talent management, employee relations, and employment law compliance. Her previous roles include both public and private sector organizations including Human Resources and Development Manager at the Minnesota Judicial Branch, Human Resources Director at Opal Services, and HR Metrics Specialist at Genuity. Sara holds a Master's degree in Industrial/Organizational Psychology and a Bachelor's degree in Psychology. She is certified in various HR assessment tools and has contributed to her community through her service on the Board of Directors for Mississippi Market Natural Food Co-op.
